When assessing billboards for purposes of taxation, the preferred method is the cost approach (how much did the billboard cost?).

In addition to paying taxes, billboard operators also pay permit fees. These fees provide government with revenue to pay the cost of administering regulations. If fees exceed the cost of regulation, then the fee is ruse for taxation.
